Not just Germans. (The first three paragraphs.) The Nazis get all the attention, but they were just humans. We're all Nazis, slave-owners, witch-burners, Hutu militiarapers of Nanjing under the right circumstances. The whole piece is about science, and then about rules, and then about how people change, and is worth reading. But the opening is really good.
